NITDA Raises the Bar for Software Development with New National Quality Assurance Framework
In a major regulatory milestone aimed at improving the quality, security and reliability of software systems across Nigeria, the National Information Technology Development Agency (NITDA) has launched the National Software Quality Assurance (SQA) Framework, a comprehensive national standard designed to eliminate costly IT project failures, strengthen cybersecurity, and build public confidence in digital government services.

The Framework, signed by NITDA Director-General and Chief Executive Officer, Kashifu Inuwa Abdullahi, under the powers conferred by the NITDA Act 2007, establishes a unified regulatory regime governing the design, development, testing and deployment of software across Federal Government institutions, regulated sectors and Nigeria’s broader digital economy.

The initiative represents one of Nigeria’s most comprehensive interventions in software governance, introducing mandatory quality assurance processes that are expected to improve software reliability, safeguard critical digital infrastructure and enhance the global competitiveness of locally developed software solutions.
Framework Introduces National Standards for Software Development and Testing
The National Software Quality Assurance Framework consolidates three complementary regulatory instruments into a single national compliance architecture designed to ensure that software deployed in Nigeria meets internationally recognised standards for quality, security and performance.

National Software Development Guideline
The guideline establishes standardized software engineering practices covering structured development lifecycles, secure software design, documentation standards and accessibility requirements.
Developers will be required to adopt internationally recognised Open Web Application Security Project (OWASP) secure coding practices while ensuring citizen-facing digital platforms comply with Web Content Accessibility Guidelines (WCAG) 2.1 AA, making government digital services more inclusive and accessible.
National Software Testing Guideline
The Framework also introduces comprehensive software testing requirements that every solution must satisfy before deployment.
Software applications will undergo extensive testing covering:
- Functional performance
- Cybersecurity resilience
- Peak-load performance
- Reliability
- Interoperability with existing digital systems
This approach seeks to significantly reduce system failures, operational disruptions and cybersecurity vulnerabilities.
Software Testing Organisations Licensing (STOL) Guideline
A key innovation within the Framework is the establishment of a regulated ecosystem for independent software testing.
Through the Software Testing Organisations Licensing (STOL) Guideline, NITDA will accredit and license Licensed Software Testing Organisations (LSTOs) responsible for independently evaluating software products before deployment.
Independent Certification Becomes Mandatory for Government Software
One of the Framework’s most significant reforms is the introduction of compulsory third-party software certification for public sector IT projects.
Under the new regulations, software developed for government institutions must successfully undergo independent quality assurance testing and receive official certification before deployment.
Compliance with the Framework will become a mandatory requirement for obtaining IT Project Clearance, strengthening accountability while ensuring taxpayers receive secure and reliable digital services.
The move is expected to drastically reduce the frequency of abandoned projects, software failures and security breaches that have historically affected public sector digital initiatives.
Risk-Based Classification to Protect Critical National Infrastructure
Recognising that not all software systems carry the same operational risks, NITDA has adopted a tiered classification model that applies regulatory oversight based on the criticality of each application.
Software solutions will be classified into three categories:
Class A – Critical Infrastructure Systems
This category covers high-risk national infrastructure, including:
- Core banking systems
- National identity management platforms
- Defence applications
- Power grid control systems
- Other mission-critical national infrastructure
These systems will undergo the highest level of scrutiny, including advanced penetration testing, specialised security audits and certification by top-tier accredited testing organisations.
Class B – Enterprise Systems
This category covers medium-risk enterprise applications supporting organisational operations.
These platforms will be subject to comprehensive testing requirements appropriate to their operational significance.
Class C – Low-Risk Internal Applications
Internal productivity applications and low-impact digital tools will undergo proportionate testing aligned with their lower operational risks.
The risk-based approach ensures regulatory resources are concentrated on protecting Nigeria’s most sensitive digital infrastructure.
Strengthening Cybersecurity and Digital Public Trust
According to NITDA, the Software Quality Assurance Framework is designed to enhance public confidence in digital government services by ensuring software systems meet consistent national standards for security, reliability and interoperability.
By introducing mandatory testing before deployment, government agencies and citizens are expected to benefit from:

Implementation Begins Ahead of 2027 Enforcement
Although the National Software Quality Assurance Framework will officially become fully operational in the second quarter of 2027, NITDA has outlined an extensive implementation roadmap designed to prepare stakeholders for compliance.
Over the coming months, the Agency will:
- Conduct nationwide stakeholder engagement sessions
- Organise capacity-building programmes
- Begin accrediting Software Testing Organisations
- Issue an Expression of Interest (EOI) inviting prospective testing firms to obtain licences
The phased implementation is expected to provide software developers, technology firms and government institutions sufficient time to align their systems, processes and technical capabilities with the new national requirements.
