Nigeria and Cameroon Strengthen Telecom Regulatory Ties

The Nigerian Communications Commission (NCC) and Cameroon’s Telecommunications Regulatory Board (ART) have stepped up efforts to strengthen cross-border collaboration. This is aimed at improving telecom regulation, service delivery, and digital integration across West and Central Africa.

This renewed engagement follows a high-level benchmarking and knowledge-sharing meeting held at the NCC headquarters in Abuja between Philemon Zoo Zame, Director General of ART Cameroon, and Aminu Maida, Executive Vice Chairman and CEO of the NCC.

Focus on Knowledge Sharing and Regulatory Benchmarking

A major pillar of the engagement is structured knowledge exchange, with ART Cameroon understudying the NCC’s regulatory frameworks. Discussions covered critical areas such as spectrum administration, licensing regimes, competition policy, and institutional best practices that have positioned the NCC as one of Africa’s leading telecom regulators.

Driving Regional Integration and Policy Harmonisation

Both regulators reaffirmed their commitment to harmonising telecom policies to support regional digital growth and seamless connectivity. The partnership operates within an existing Memorandum of Understanding (MoU) framework. It is expected to ease cross-border operations for operators, encourage regional investment, and support smoother data flows across national boundaries.

Improving Service Quality and Consumer Protection

The talks also centred on improving quality of service, strengthening consumer protection mechanisms, and accelerating infrastructure investment. By aligning regulatory standards, both countries aim to create more resilient and consumer-friendly telecom markets.

Managing Cross-Border Spectrum and Frequency Interference

Another key area of collaboration is frequency management, particularly along the Nigeria–Cameroon border.Previous joint engagements have focused on harmonising spectrum usage to reduce signal interference. These efforts also aim to ensure the efficient deployment of wireless services in border communities.

A Longstanding Regulatory Partnership

The NCC and ART Cameroon have a history of cooperation dating back to 2015, when both regulators signed an MoU enabling ART to tap into the NCC’s regulatory experience. The agreement was designed to support institutional capacity building and promote regulatory excellence across the sub-region.

This latest engagement aligns with the NCC’s broader strategy of deepening cooperation with telecom regulators across West and Central Africa to accelerate digital transformation, regional connectivity, and inclusive economic growth.
