The investment commitment followed a high-level meeting between Senegal’s President Bassirou Diomaye Diakhar Faye and Helios Towers Chief Executive Officer, Tom Greenwood, underscoring growing public-private collaboration to strengthen digital infrastructure as a catalyst for economic development.

The investment supports Senegal’s New Deal Technologique, a national strategy aimed at extending reliable telecommunications services to 95 percent of the population, improving digital inclusion, and positioning the country as one of Africa’s leading digital economies.

Closing Senegal’s Connectivity Gap

Despite significant progress in recent years, Senegal continues to face notable connectivity disparities.

According to a 2025 government assessment:

  • Approximately 24 percent of localities remain without mobile network coverage
  • Only 52 percent of communities currently enjoy 4G connectivity
  • Rural and underserved regions continue to experience limited access to reliable broadband services

The new investment is expected to substantially narrow these gaps by deploying additional telecommunications infrastructure, expanding network capacity and improving service quality across urban and rural communities alike.

The expansion is also expected to improve access to education, healthcare, financial services, e-commerce and digital government services for millions of Senegalese citizens.

Supporting Senegal’s Digital Transformation Vision

Helios Towers said the investment aligns directly with the government’s broader digital modernization programme, which seeks to transform digital technology into a major driver of economic growth, innovation and social inclusion.

Under the initiative, the company will expand shared telecommunications infrastructure that enables multiple mobile network operators to utilize the same tower assets, significantly reducing capital expenditure while accelerating nationwide network deployment.

Infrastructure sharing has increasingly become a preferred model across Africa as governments and operators seek faster broadband expansion with lower deployment costs and improved environmental sustainability.

Building on an Established Infrastructure Footprint

Helios Towers entered the Senegalese market in 2021 and has steadily expanded its operations.

As of the first quarter of 2026, the company managed 1,479 telecommunications tower sites across the country, providing critical infrastructure that supports mobile operators in delivering voice and high-speed data services.

The additional investment will strengthen this footprint through:

  • Construction of new telecom towers
  • Expansion of rural network coverage
  • Upgrades to existing infrastructure
  • Enhanced support for next-generation 4G and 5G services
  • Increased infrastructure sharing among mobile operators

The strategy is expected to accelerate broadband rollout while improving network reliability and customer experience nationwide.

Driving 4G and 5G Expansion

Demand for mobile broadband across Africa continues to surge as consumers, businesses and governments increasingly rely on digital services.

Helios Towers’ investment is expected to strengthen Senegal’s readiness for widespread 4G and 5G deployment, enabling operators to deliver faster internet speeds, lower latency and greater network capacity.

Improved mobile connectivity is also expected to support emerging technologies such as cloud computing, artificial intelligence, Internet of Things (IoT), smart agriculture, digital healthcare, fintech and smart city applications.

Economic Benefits Beyond Telecommunications

Beyond improved connectivity, the investment is expected to generate broader economic benefits.

Expanded telecommunications infrastructure typically stimulates:

  • Increased foreign direct investment
  • Job creation during construction and network deployment
  • Growth of digital entrepreneurship
  • Expansion of e-commerce and fintech ecosystems
  • Improved productivity across key sectors
  • Greater access to online education and healthcare
  • Stronger competitiveness for local businesses

For governments, enhanced digital infrastructure also improves tax administration, public service delivery and national digital resilience.

Infrastructure Sharing Reduces Costs

One of the key pillars of the investment is expanding infrastructure sharing among mobile operators.

Instead of each operator constructing separate towers, multiple service providers will utilize common infrastructure, reducing duplication of investment, accelerating deployment timelines and lowering operational costs.

Industry analysts believe this model could ultimately contribute to more affordable broadband services and improved network quality for consumers.

Strengthening Senegal’s Position in Africa’s Digital Economy

The Helios Towers investment represents another significant milestone in Senegal’s efforts to build a modern digital economy capable of attracting technology investment and supporting inclusive economic growth.

As African countries intensify investments in broadband infrastructure, fibre networks and next-generation mobile technologies, Senegal is positioning itself as a regional leader committed to expanding universal connectivity, accelerating digital innovation and improving access to digital opportunities for businesses and citizens.

With stronger public-private partnerships and continued infrastructure investment, the country is steadily advancing toward its vision of delivering high-speed digital connectivity to nearly every community.
