Enugu State has taken a major step toward modernising its housing and land administration by transitioning from manual, paper-based processes to an integrated digital GovTech framework.

The reform, driven by the administration of Peter Mbah, is designed to eliminate land fraud, strengthen investor confidence, and accelerate economic growth across the state.
At the centre of this transformation is the Enugu State Housing Development Corporation (ESHDC), which has officially launched a fully digital land and housing administration system—moving all property-related operations to an automated, paperless platform.
Aligning Land Administration with Enugu’s E-Governance Vision
The digital overhaul aligns with the Mbah administration’s broader e-governance agenda and is integrated with the state’s geospatial land infrastructure managed by the Enugu State Geographic Information Services (EN-GIS). Together, the platforms aim to deliver faster, more transparent, and investor-friendly land administration.
Key Features of the ESHDC Digital Portal
Through the official ESHDC portal, property owners, developers, and investors can now access a range of digital services, including:
- Accelerated Documentation: Certificate of Occupancy (C-of-O) processing timelines are targeted to be completed within 72 hours after land allocation.
- Online Record Submissions: Property files and supporting documents can be uploaded digitally for immediate processing.
- Real-Time Application Tracking: Applicants can monitor the status of land and housing requests, improving transparency.
- Electronic Payments: Secure digital payment channels replace manual cash transactions, with instant electronic receipts issued.
- Instant Document Verification: Users can remotely confirm the authenticity of land ownership records.

- Cashless Payments: Legacy payment desks have been replaced with digital payment links, reducing corruption risks.
- Institutional Audits: Routine financial and digital audits are embedded to ensure accountability and prevent revenue leakages.
ENGIS: A Unified Digital Land Repository
The EN-GIS platform serves as Enugu State’s central geospatial land database, supporting:
- 48-Hour Processing: Land title applications and verification searches can now be completed online within two days.
- Title Security: The system addresses historical challenges such as double allocations and illegal land grabbing through accurate digital mapping.
Decentralising Land Reforms Beyond Enugu City
As part of the reforms, the state government has expanded access to digital land services beyond the capital. Selected areas in Local Government Areas such as Awgu, Oji-River, and Udenu have been designated as urban centres. Residents in these locations can now apply for legitimate Certificates of Occupancy through the GovTech portals, broadening access to formal land ownership.
