Joint Initiative Prepares State Governments for Full Implementation of Nigeria Data Protection Act
Nigeria’s drive to build a trusted digital economy has received another boost as the Nigeria Data Protection Commission (NDPC) and the Nigeria Governors’ Forum (NGF) intensified collaboration to strengthen data privacy compliance across the country’s 36 states.

The two institutions recently hosted a nationwide virtual sensitisation webinar for state governments to deepen awareness of the Nigeria Data Protection Act (NDP Act), 2023, while preparing public institutions for a more coordinated implementation of data governance standards.
The capacity-building programme forms part of the NDPC’s Human Capital Development strategy and serves as a precursor to a comprehensive Implementation Capacity Building Workshop for State Governments scheduled for August 2026.
The webinar attracted 287 participants, including State Attorneys-General, ICT Directors, senior government officials and representatives from Ministries, Departments and Agencies (MDAs). This reflects a growing recognition that effective governance increasingly depends on responsible management of citizens’ personal data.
Strengthening Digital Governance Across Nigeria
As governments increasingly digitise public services—from tax administration and healthcare to education, land administration and social intervention programmes—the volume of citizens’ personal information held by state institutions continues to expand rapidly.
The NDPC said protecting this information has become essential for strengthening transparency, accountability, cybersecurity and public trust.
Participants were taken through the provisions of the Nigeria Data Protection Act, key principles of lawful data processing, data governance frameworks, privacy rights and institutional responsibilities required for effective compliance.
The Commission noted that embedding strong privacy practices within public institutions is critical to safeguarding citizens while enabling secure digital transformation across all levels of government.
Why the NDPC-NGF Partnership Matters
The collaboration between the NDPC and the Nigeria Governors’ Forum represents an important step toward harmonising data protection practices across Nigeria’s federal and sub-national governments.
By leveraging the NGF’s network, the Commission is extending privacy awareness beyond federal institutions to state governments, ensuring more uniform implementation of Nigeria’s data protection framework nationwide.
The partnership is expected to deliver several strategic benefits, including:
- Stronger protection of citizens’ personal data across state-owned digital platforms.
- Improved governance standards within Ministries, Departments and Agencies.
- Greater transparency and accountability in public service delivery.
- Increased investor confidence through stronger digital trust.
- Enhanced capacity among state officials responsible for managing sensitive information.
Preparing States for Full Compliance
Beyond awareness creation, the NDPC is placing significant emphasis on practical implementation.
The forthcoming August 2026 Implementation Capacity Building Workshop will equip state governments with practical compliance frameworks. It will offer implementation guidelines and operational tools needed to embed data protection into everyday government operations.
The workshop is expected to provide hands-on guidance on privacy governance, institutional compliance, risk assessment and regulatory obligations under the NDP Act.
Nigeria Data Protection Act Driving National Digital Trust
Signed into law on June 12, 2023, the Nigeria Data Protection Act established Nigeria’s first comprehensive legal framework governing the collection, processing, storage and protection of personal data.
The legislation guarantees several rights for Nigerian citizens, including:
- Right to be informed about how personal data is collected and used.
- Right to object to unlawful processing.
- Right to correct inaccurate personal information.
- Right to data portability.
- Right to erasure under applicable circumstances.
The law also established the Nigeria Data Protection Commission as the country’s independent regulator responsible for enforcing compliance across both public and private sectors.
NDPC Adopts Compliance-First Regulatory Approach
Rather than relying solely on sanctions, the Commission continues to promote a compliance-driven regulatory model through education, institutional support and industry collaboration.
Among its key implementation mechanisms are:
- Licensing of Data Protection Compliance Organisations (DPCOs) to support compliance audits.
- Mandatory Data Privacy Impact Assessments (DPIAs) for high-risk data processing activities.
- Nationwide awareness campaigns.
- Translation of data protection guidelines into major Nigerian languages to improve grassroots understanding.
The Commission believes these initiatives will accelerate compliance while fostering a stronger culture of privacy and responsible data governance.
Supporting Nigeria’s Digital Economy
The NDPC noted that effective data governance has become an essential pillar of Nigeria’s expanding digital economy.
The shift to online public services is well underway. Digital identity, fintech, e‑government, and AI are increasingly embedded in how governments operate. That makes data protection a non‑negotiable pillar—without it, digital trust simply cannot hold.
A key part of the Commission’s strategy is its partnership with the Nigeria Governors’ Forum. Through this collaboration, state governments will receive the support they need to implement the Nigeria Data Protection Act effectively. The broader vision is a nationwide digital governance framework that prioritises security, transparency, and citizen-centric service delivery.
