NCC Earns Top-Tier Federal Performance Ranking

The Nigerian Communications Commission (NCC) has been ranked among the top three best-performing Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2026 Public Service Reforms Performance Assessment conducted by the Bureau of Public Service Reforms (BPSR).

In the latest assessment, the NCC placed third overall, following a comprehensive evaluation across multiple reform and governance indicators.
Rigorous Evaluation Across Key Reform Metrics
The 2026 assessment examined MDAs using critical performance benchmarks, including:
- Self-Assessment Tool (SAT)
- Freedom of Information (FOI) Compliance Score
- Fiscal Transparency and Integrity Index
- Official website performance metrics
The Nigerian Investment Promotion Commission (NIPC) ranked first, while the Nigerian Export Promotion Council (NEPC) placed second.
Recognition of Excellence in Public Service Delivery
According to Mrs. Nnenna Ukoha, Director of Public Affairs at the NCC, the ranking—conducted across all Federal Government MDAs—recognises institutions that have demonstrated consistent progress in public service reforms, transparency, and service excellence.
In addition to institutional recognitions, 20 individuals across federal, state and local government levels received awards for outstanding leadership and performance in public service. Honourees included the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, and the Senior Special Assistant to the President on Sustainable Development Goals, Mrs. Adejoke Adefulire.
NCC Reacts: Recognition Reinforces Reform Commitment
Representing the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, at the award ceremony in Abuja, the Executive Commissioner, Technical Services, Engr. Abraham Oshadami, expressed appreciation to the BPSR for sustaining the annual performance assessment framework.
“On behalf of the Board, Management and staff of the Nigerian Communications Commission, we thank the Bureau for this recognition. It acknowledges our ongoing reform efforts and underscores the need to sustain them,” Oshadami said.
Boosting Transparency, Consumer Trust and Service Quality
He noted that the BPSR recognition serves as a strong motivation for MDAs to deepen their commitment to service delivery. For the NCC, the ranking affirms that its reforms—particularly those aimed at improving transparency and accountability in the telecommunications sector—are gaining public trust and positive recognition.
“For telecommunications consumers, this ranking reflects ongoing efforts to strengthen service quality, transparency and responsiveness across the sector, while reinforcing confidence in telecom services nationwide,” he added.
Regulatory Reforms Driving Measurable Impact
Over the past two years, the NCC has introduced far-reaching reforms designed to enhance accountability and consumer protection in the telecoms industry. These include the deployment of the National Coverage Map, which provides near real-time insights into network availability and performance nationwide.
The Commission has also institutionalised the publication of Quarterly Network Performance Reports, offering detailed, data-driven assessments of service quality across operators.
Stronger Governance and Clearer Consumer Communication
Mobile Network Operators (MNOs) have been directed to simplify tariff communication to ensure clarity and consumer understanding. Operators are also required to comply with updated Corporate Governance Guidelines, which emphasise stronger accountability, transparency and operational efficiency.
In addition, the NCC has prioritised the proactive release of accurate, timely and comprehensive industry data to keep the public informed and strengthen sector-wide accountability.
BPSR Commends Top-Performing MDAs
In his remarks, the Director-General of the BPSR, Mr. Dasuki Arabi, commended all participating MDAs—particularly the top performers—for their commitment to transparency, accountability and open governance.
He explained that the annual assessment and award ceremony form part of activities marking the United Nations Public Service Day, while also reinforcing the Nigeria Public Service Lecture Series and Awards as a platform for recognising reform-driven institutions.
Sustained Performance Across Assessment Cycles
The NCC’s 2026 ranking builds on its strong showing in previous assessments. In 2025, the Commission was ranked the second-best-performing Federal Government agency in website performance by the BPSR.
The expanded 2026 evaluation further assessed broader governance indicators, underscoring the NCC’s sustained commitment to public service reform, digital transparency and regulatory excellence.
