NASENI and CCB Formalise Strategic Digital Collaboration

The National Agency for Science and Engineering Infrastructure (NASENI) and the Code of Conduct Bureau (CCB) have signed a Memorandum of Understanding (MoU) establishing a framework for collaboration in institutional digital systems, capacity building, and technical advisory services.

The agreement was signed on Wednesday, June 24, 2026, at NASENI’s headquarters in Idu, Abuja, and is designed to strengthen inter-agency cooperation, enhance operational efficiency, and improve public service delivery in line with the statutory mandates of both institutions.

Driving Digital Systems and Institutional Efficiency

Welcoming the CCB delegation, NASENI’s Executive Vice Chairman and Chief Executive Officer, Khalil Suleiman Halilu, said discussions between both agencies had now matured into a formal partnership. He stressed the importance of building a sustainable collaboration framework capable of delivering long-term institutional value.

According to Halilu, leveraging technology and engineering expertise remains critical to strengthening public institutions and improving governance outcomes.

Accelerating Asset Declaration Digitisation

In his response, the Chairman of the Code of Conduct Bureau, Abdullahi Usman Bello, thanked NASENI for embracing the partnership, noting that it would significantly advance the Bureau’s modernisation agenda—particularly the digitisation and deployment of asset declaration processes.

Dr. Bello explained that the CCB currently administers asset declaration forms for over five million public servants nationwide, a task that presents major logistical and administrative challenges. He said digitising the process would greatly enhance accessibility, efficiency, and compliance, describing the MoU as a potential game changer for the Bureau.

Strengthening Transparency and Accountability

Also speaking at the event, the Director-General of the Budget Office of the Federation, Tanimu Yakubu, commended both agencies for pursuing a partnership anchored on transparency, accountability, and effective governance.

He observed that the mandate of the Code of Conduct Bureau requires modern, reliable technological systems capable of managing large volumes of sensitive information, expressing confidence that NASENI’s technical expertise would provide critical support in achieving this objective.

Formal Signing Seals the Partnership

The high point of the ceremony was the formal signing of the Memorandum of Understanding by NASENI’s Executive Vice Chairman/CEO, Khalil Suleiman Halilu, and the Chairman of the Code of Conduct Bureau, Dr. Abdullahi Usman Bello—officially cementing the partnership.

The collaboration is expected to strengthen digital governance frameworks, improve institutional efficiency, and reinforce public confidence in Nigeria’s accountability systems.
