BPSR Ranks NCC Among Top Three MDAs for Website Performance in 2025

The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government with the best-performing websites for 2025.

The recognition comes barely three weeks after the NCC was named among the top five best-performing federal agencies by the Presidential Enabling Business Environment Council (PEBEC), reinforcing the Commission’s consistency in leveraging technology to enhance service delivery and regulatory efficiency.

NCC Places Second Among 235 MDAs

According to the BPSR 2024/2025 Scorecard Ranking, the NCC placed second overall, behind Galaxy Backbone Limited, which emerged first, while the Nigeria Export Promotion Council (NEPC) secured the third position.

The ranking assessed the websites of 235 federal MDAs, evaluating their alignment with government digital service standards and global best practices.

Evaluation Criteria Used

BPSR assessed MDA websites using 14 performance indicators, including:

  • Compliance with the .gov.ng domain policy
  • Website appearance and aesthetics
  • Content quality and relevance to agency mandate
  • Structural design and navigation
  • Responsiveness across devices
  • Security and data protection
  • Load time and uptime availability
  • Usability and interactivity
  • Accessibility and functionality
  • Capacity-building features

These criteria align with the objectives of Nigeria’s National e-Government Masterplan.

Award Ceremony Held in Abuja

The ranking was officially announced during the release of the Federal Government 2024/2025 MDAs Website Scorecard at the Federal Ministry of Finance Auditorium, Abuja, on Monday, December 22, 2025. The formal award presentation took place at the BPSR Headquarters on Tuesday, December 23, 2025.

The award serves as a key performance index for measuring Nigeria’s e-Government readiness and digital governance maturity.

NCC Reaffirms Commitment to Digital Service Delivery

Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Abraham Oshadami, described the recognition as an encouragement for the Commission to further strengthen public service delivery through digital platforms.

“This award is another motivation for the Commission to be a better public service institution, leveraging digital platforms—particularly our web presence—to enhance service delivery to stakeholders, in line with the Federal Government’s Ease of Doing Business policy,” Oshadami said.

BPSR Commends Top Performing MDAs

Presenting the awards, BPSR Director-General, Mr. Dasuki Arabi, commended the top three MDAs for their proactive commitment to maintaining world-class, standardised websites that align with the Federal Government’s policy direction on efficient and citizen-centric service delivery.

He noted that the 2024/2025 ranking reflects a broader effort by public institutions to promote transparency, accountability, and openness in governance, while aligning Nigeria’s public service with global best practices.

Digital Reforms Aligned with Renewed Hope Agenda

Arabi explained that the annual website ranking, introduced about six years ago, has accelerated public sector reforms and strengthened compliance with the Renewed Hope Agenda of President Bola Ahmed Tinubu, particularly in the area of improved governance and service delivery.

“The deployment of technological tools for service delivery has become imperative, especially following the COVID-19 pandemic and the disruption of socio-economic systems globally,” he said, adding that digital governance enables competitiveness, cost efficiency, and agile public administration.

Rigorous and Transparent Assessment Process

The BPSR Director-General also highlighted the rigorous nature of the scorecard exercise, noting that an inter-ministerial jury evaluated MDA websites through a strict quality assurance process to validate results.

He explained that the exercise supports BPSR’s broader reform mandate to improve access to government information, facilitate seamless digital transactions, reduce corruption and cyber risks, and enhance citizens’ access to public services.
