A New Era of Digital Governance for Auto Dealerships

The National Automotive Design and Development Council (National Automotive Design and Development Council) has inaugurated the National Vehicle Dealership Registration Framework, a far-reaching digital initiative aimed at modernising, sanitising and regulating Nigeria’s automotive sector.

Launched in April 2026, the framework replaces fragmented, paper-based dealership records with a centralised digital platform designed to improve traceability, accountability and security across the automotive value chain.

Key Digital Features of the Framework

At the core of the initiative is a technology-driven system that introduces uniform standards and real-time verification across dealership operations nationwide. Key components include:

  • Centralised Online Database: A comprehensive digital repository capturing verified records of all registered motor dealers in Nigeria.
  • Dealer Registration Portal: An online interface for dealership registration, company profile submission and certification.
  • VIN-Based Vehicle Verification: Real-time Vehicle Identification Number (VIN) checks to authenticate vehicle origin, ownership history and customs duty status.
  • Digital Certification: Issuance of electronic certificates (e-certificates) upon successful verification and registration.
  • Electronic Payment System: Secure online payment of registration and certification fees.
  • Enhanced Security and Traceability: Digital linkage of vehicles to specific dealers and owners, enabling law enforcement agencies to trace vehicles involved in criminal activity.
  • System Integration: Seamless alignment with existing national platforms such as the National Vehicle Registry (VREG) and the Nigeria Customs Service Vehicle Verification System (CVMS).

Together, these features are designed to eliminate fraud, curb the sale of stolen or improperly imported vehicles, and close long-standing regulatory gaps within the sector.

NADDC: From Policy to Implementation

Speaking at the launch event in Abuja, the Director-General of NADDC, Oluwemimo Joseph Osanipin, described the framework as a decisive shift from policy formulation to practical implementation.

He noted that the digital platform would sanitise the automotive business environment, promote transparency and professionalise dealership operations. According to him, the framework emerged from extensive stakeholder consultations held in Uyo, Lagos, Kano and Bauchi, with significant input from the Automobile Dealers of Nigeria (AMDON).

Osanipin added that the initiative aligns with Nigeria’s National Automotive Industry Development Plan (NAIDP 2023–2033), reinforcing the country’s ambition to become a leading automotive hub in Africa.

Boosting Access to Finance and Regional Competitiveness

Beyond regulation, the framework also introduces tangible economic benefits for compliant dealers. Registered dealerships will gain improved access to financing through institutions such as the Bank of Industry, eligibility for government procurement opportunities, and protection under the Nigeria First policy.

The NADDC Director-General further explained that standardised dealership data would strengthen Nigeria’s competitiveness under the African Continental Free Trade Area (AfCFTA), positioning the country as a credible, data-driven automotive market within Africa.

AMDON Welcomes Long-Awaited Reform

In his remarks, AMDON National President, Prince Ajibola Adedoyin, commended NADDC’s leadership, noting that many challenges faced by dealers for over a decade are now being addressed through the new framework.

He praised the Federal Government’s commitment to formalising dealership operations nationwide, stressing that the initiative will enhance industry credibility, protect legitimate operators and create a more enabling environment for sustainable automotive business growth.

The launch of the National Vehicle Dealership Registration Framework marks a major milestone in Nigeria’s automotive transformation journey. With strong collaboration between NADDC, AMDON and other stakeholders, the digital initiative is expected to redefine dealership operations, strengthen investor confidence and elevate Nigeria’s standing in the African automotive market.
