Proposed integrated solid-minerals ecosystem to combine exploration, processing, manufacturing, technology and trade to drive industrial development.

The Kaduna State Government has signed a Memorandum of Understanding (MoU) with 9QC Inc. to advance the development of Mineral City, a proposed integrated solid-minerals ecosystem designed to unlock greater value from Kaduna State’s mineral resources.

The agreement was signed during the Canada-Africa Summit on Digital Rails & Inclusive Growth, held at the Ontario Investment & Trade Centre in Toronto.

The summit was organised by PreCEFI, A6RG, RHGC and the National Information Technology Development Agency (NITDA).

At the centre of the proposed Mineral City initiative is the integration of mineral development with digital technologies, with the objective of creating a more connected, efficient and investment-ready solid-minerals ecosystem.

Kaduna Positions Mineral City as Industrial Value-Chain Hub

Rather than focusing primarily on the extraction and export of raw minerals, Mineral City is being designed around an integrated value chain that will move resources through several stages:

The model is intended to create opportunities for value addition before minerals leave Nigeria, while establishing linkages between exploration, processing, manufacturing, research, financing and markets.

The proposed ecosystem will bring together mineral exploration and geoscience, testing and analysis, beneficiation and processing, research, downstream manufacturing, technology, financing, logistics, training and mineral trade.

This approach is expected to provide a platform for investors and technical partners to participate across different stages of the mineral value chain.

Digital Technology to Power Mineral City

A defining feature of the proposed Mineral City is its planned integration of digital technology across the ecosystem.

Digital tools are expected to support activities ranging from mineral exploration and geoscience to analysis, processing, logistics, investment and market access.

The integration of technology is intended to improve coordination across the value chain and help connect mineral projects with investors, processors and domestic and international markets.

The initiative therefore places Kaduna’s mineral resources within a broader conversation about the role of digital infrastructure and technology in industrial development.

MoU Opens Preliminary Project Development Phase

Following the signing of the MoU, Kaduna State Government and 9QC Inc. are expected to proceed into the preliminary project-development phase.

The next stage will include site and infrastructure assessment, feasibility studies and master planning, alongside the identification of priority mineral value chains.

The parties will also explore technical partnerships and investment structures while engaging potential investors, processors and other strategic partners.

These activities are expected to provide the foundation for determining the commercial, technical and infrastructure requirements of the proposed Mineral City.

Exploring Free Trade Zone Framework

As part of the development process, the parties will also explore an appropriate Free Trade Zone or Special Economic Zone framework for Mineral City.

Such a framework would be subject to feasibility studies and the relevant regulatory approvals.

The proposed structure could provide a platform for attracting investment and supporting mineral processing, manufacturing and related commercial activities within an integrated industrial ecosystem.

Kaduna, 9QC Outline Roles in Development

9QC Inc. was represented at the MoU signing by Derek Obasi, Steve Zhang and Goreth Jonathas.

The Kaduna State Government was represented by Audu Maikori, Chief Strategic Adviser on Inter-Governmental Affairs.

The partnership represents an effort to combine state-level mineral development ambitions with technical, investment and ecosystem-development capabilities as the Mineral City concept moves towards detailed planning.

From Mineral Resources to Manufacturing

The central ambition of Mineral City is to move Kaduna and Nigeria’s solid-minerals sector further along the industrial value chain.

Instead of simply extracting minerals and exporting them in raw or minimally processed form, the proposed ecosystem seeks to create an environment where resources can be analysed, processed, manufactured and traded within a connected industrial framework.

The model could potentially support job creation, attract investment, develop technical skills and strengthen linkages between Nigeria’s mineral resources and manufacturing industries.

A New Model for Nigeria’s Solid Minerals Sector

The Mineral City initiative comes against the backdrop of growing efforts to diversify Nigeria’s economy and increase the contribution of solid minerals to industrial development.

For Kaduna State, the proposed ecosystem offers an opportunity to position its mineral resources within a broader industrial and technology-driven development strategy.

The success of the project, however, will depend on the outcome of feasibility studies, infrastructure assessments, investment mobilisation, regulatory approvals and the ability to establish commercially viable mineral value chains.

For now, the MoU marks the beginning of a structured process aimed at transforming the Mineral City concept into a potentially significant digitally enabled mineral exploration, processing, manufacturing and trading hub.
