President Bola Ahmed Tinubu has announced the constitution of new boards for the Nigerian Communications Commission (NCC) and the Universal Service Provision Fund (USPF) — both critical agencies under the Ministry of Communications, Innovation, and Digital Economy.

According to a statement by Presidential Spokesperson, Bayo Onanuga, the appointments are aimed at boosting Nigeria’s telecommunications sector, enhancing policy execution, and accelerating digital inclusion.
Idris Olorunnimbe Named NCC Board Chairman
Idris Olorunnimbe has been appointed Chairman of the NCC, while Aminu Maida retains his position as Executive Vice Chairman and Chief Executive Officer — a role he has held since October 2023, following Senate confirmation in November 2023.
Olorunnimbe, known for his tenure on the Lagos State Employment Trust Fund (LSETF) Board where he led youth employment and entrepreneurship initiatives, will oversee strategic policy and regulatory decisions at the NCC.
Other NCC board members include:
- Abraham Oshidami – Executive Commissioner, Technical Services
- Rimini Makama – Executive Commissioner, Stakeholder Management
- Hajia Maryam Bayi – Former Director, Human Capital & Administration
- Col. Abdulwahab Lawal (Rtd)
- Senator Lekan Mustafa
- Chris Okorie – Board Member
- Princess Oforitsenere Emiko – Board Secretary
USPF Board to Champion Rural ICT Access
For the Universal Service Provision Fund (USPF), which drives ICT access in rural, unserved, and underserved areas, President Tinubu appointed Bosun Tijani, Minister of Communications, Innovation, and Digital Economy, as Chairman.
Idris Olorunnimbe will serve as Vice Chairman, alongside other members:
- Abraham Oshidami
- Rimini Makama
- Aliyu Edogi Aliyu (representing FMCIDE)
- Joseph Faluyi (representing Federal Ministry of Finance)
- Auwal Mohammed (representing FMBNP)
USPF Secretaries include Uzoma Dozie, Peter Bankole, Abayomi Anthony Okanlawon, and Gafar Oluwasegun Quadri.
Driving Digital Inclusion and Telecom Growth
The NCC is Nigeria’s primary telecom regulator, ensuring fair competition and robust industry growth, while the USPF focuses on bridging the digital divide through strategic ICT investments in underserved communities.
By reconstituting these boards, President Tinubu signals a renewed push to:
- Strengthen telecom regulations and consumer protection
- Expand broadband and mobile connectivity
- Enhance cybersecurity and ICT policy implementation
- Deliver digital inclusion for rural Nigerians
