Nigeria Advances Toward Unified Digital Government

Nigeria has taken a major step in strengthening digital governance. The National Information Technology Development Agency (NITDA) has formally assumed operational control of the Nigeria Government Enterprise Architecture (NGEA) infrastructure.

The transition marks a decisive move toward unifying fragmented government IT systems into a secure, interoperable, and citizen-centric digital framework, in line with the country’s broader digital transformation agenda.

Strategic Partnership with KOICA

The NGEA initiative was delivered through a strategic partnership between NITDA and the Korea International Cooperation Agency (KOICA), a key development partner from the Republic of Korea.

Over the past two and a half years, Nigerian technical experts and Korean specialists collaborated to design a unified enterprise architecture framework, develop core reference models, and deploy pilot implementations across selected government institutions.

Milestone Handover Ceremony in Abuja

The formal handover ceremony, held in Abuja, represents a defining milestone in Nigeria’s digital transformation journey. The NGEA is a flagship component of the Nigeria e-Government Masterplan 2.0 (Ne-GMP 2.0) and is designed to enforce a more strategic, disciplined approach to IT investment and information resource management across government.

With the framework now operational, public sector digital systems will be built for integration, enabling seamless data exchange and interoperability across Ministries, Departments, and Agencies (MDAs).

Pilot MDAs and System Integration

Initial pilot deployments of the NGEA have been implemented at:

  • National Identity Management Commission (NIMC)
  • Nigeria Customs Service (NCS)
  • Nigeria Immigration Service (NIS)
  • NITDA

These pilots demonstrate how integrated digital architecture can reduce duplication, improve risk management, and ensure that institutional strategies translate into executable digital outcomes.

Hosted on Galaxy Backbone Infrastructure

The NGEA infrastructure is securely hosted by Galaxy Backbone Limited, providing a resilient and cyber-secure foundation for nationwide government digital services.

The hosting arrangement enhances data protection, strengthens cyber resilience, and supports the standardisation of digital services across the public sector.

Driving Efficiency and National Development

Beyond technology, the NGEA represents a paradigm shift—from siloed digital initiatives to a coordinated, whole-of-government digital ecosystem. The framework is expected to:

  • Improve public sector efficiency
  • Reduce redundant technology spending
  • Strengthen data-driven decision-making
  • Support Nigeria’s National Development Plan (2026–2030)

Next Phase: Scaling and Sustainability

With NITDA now in full operational control, the agency will oversee the sustainability, maintenance, and expansion of the NGEA across all tiers of government. Strategic policy guidance for nationwide adoption will be provided by the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE).

The long-term objective is to enable smarter governance, seamless inter-agency collaboration, and improved public service delivery for citizens.

Key Highlights of the NGEA Transition

  • Targeted Integration: Seamless data exchange across MDAs, starting with NIMC, NCS, and NIS
  • Citizen-Centric Goal: A core pillar of Nigeria’s e-Government Masterplan 2.0
  • Operational Ownership: NITDA responsible for sustainability and future expansion
  • Security & Standards: Galaxy Backbone–hosted infrastructure designed to boost cyber resilience and standardise government digital services

As Nigeria continues its digital reform journey, the NGEA is positioned as a foundational platform for building a more efficient, transparent, and connected public sector.
