The initiative was announced by the Minister of Communications, Innovation and Digital Economy, Bosun Tijani. It forms part of broader efforts to close long-standing information gaps and improve service delivery nationwide.
A Public-Private Partnership for Digital Governance
GovGuideNigeria was developed through a collaboration between the Ministry, Meta, the National Centre for Artificial Intelligence and Robotics (NCAIR), and Nigerian technology firm Publica AI.
The launch came shortly after the unveiling of Meta’s Economic Impact Report in Nigeria. The initiative underscores the expanding role of open-source artificial intelligence in driving Africa’s digital transformation.
What GovGuideNigeria Offers Citizens
According to the ministry, GovGuideNigeria is a fully operational multilingual voice and text chatbot. It provides centralized access to information on government services via a web-based interface and messaging platforms.
The platform supports communication in English, Hausa, Igbo, and Yoruba, making it accessible to a wide demographic, including rural communities and users with limited literacy.
Leveraging Open-Source AI for Inclusion
GovGuideNigeria is powered by Meta’s open-source AI technologies, including Llama, demonstrating how advanced AI tools can be adapted to local governance challenges.
Dr. Tijani said the project aligns with the Federal Government’s commitment to using emerging technologies to make public services more responsive.
“The GovGuide initiative reflects our commitment to leveraging artificial intelligence to make government services and information more accessible and responsive to the needs of Nigerians,” he said.
He added that the platform would help drive productivity growth and support the expansion of Nigeria’s digital economy.
Meta: Open-Source AI as an Economic Enabler
Speaking at the launch, Sade Dada, Meta’s Head of Public Policy, described open-source AI as a key driver of productivity and economic growth.
She noted that GovGuideNigeria illustrates how open technologies can be deployed to solve real-world challenges, particularly in developing economies.
“GovGuide Nigeria is a voice and text AI assistant in English, Hausa, Igbo, and Yoruba that gives every Nigerian, including rural and low-literacy users, easier access to information on government services,” Dada said.
Key Features of GovGuideNigeria
- Multilingual Access: Available in English, Hausa, Igbo, and Yoruba to support linguistic diversity and low-literacy users.
- Multiple Channels: Accessible via WhatsApp and standard web browsers from anywhere in the world.
- Wide Coverage: Centralizes information from over 35 federal ministries and more than 60 government agencies.
Strategic Impact on Digital Inclusion
GovGuideNigeria represents a practical application of AI in public administration, aimed at reducing bureaucratic bottlenecks and improving digital inclusion for citizens and small businesses.
By embedding access into everyday platforms like WhatsApp, the government hopes to bring public services closer to the people, reducing the need for physical office visits and eliminating the complexity of navigating multiple government portals.
A Step Toward Smarter, Citizen-Centered Governance
As Nigeria accelerates its digital economy agenda, GovGuideNigeria signals a shift toward citizen-centric, technology-driven governance.
The initiative demonstrates how strategic partnerships and open-source AI can help modernise public service delivery. It also ensures that no one is left behind in the process.
