FG Unveils Galaxy Backbone’s 1Gov ECM Platform to Drive a Fully Digital Civil Service

The Federal Government of Nigeria, through the Office of the Head of the Civil Service of the Federation (OHCSF), has officially launched the 1Gov Enterprise Content Management (ECM) Platform, a sovereign digital solution developed and powered by Galaxy Backbone Limited (GBB). The Go-Live event represents a major leap toward building a modern, efficient, and knowledge-driven Nigerian public service.

The ceremony, held at the OHCSF Conference Hall in Abuja, brought together Permanent Secretaries, senior government officials, GBB executives, development partners, and key digital-transformation stakeholders from across the public sector.
A Defining Milestone in Civil Service Digital Transformation
In her keynote address, the Head of the Civil Service of the Federation, Mrs. Esther Didi Walson-Jack, described the launch as a historic moment for the Federal Civil Service Strategy and Implementation Plan (FCSSIP). She emphasised that the 1Gov ECM platform will deepen efficiency, transparency, collaboration, and data-driven decision-making across Ministries, Departments, and Agencies (MDAs).
Highlighting achievements recorded in the last year and seven months, she announced:
- 59,344 official government email accounts created
- Comprehensive data cleansing and harmonisation
- Full migration from the former Laserfiche ECMS to the sovereign 1Gov Cloud ECM, developed and hosted locally by Galaxy Backbone
- Continuous onboarding of MDAs without restarting processes
She stressed that the federal civil service has now fully transitioned to a secure, government-owned digital platform.
Four Pillars Guiding the 1Gov ECM Migration
Mrs. Walson-Jack outlined the strategic pillars behind the migration:
1. National Sovereignty of Digital Infrastructure
Ensuring government ownership and full control of sensitive national data via a locally hosted platform.
2. National Interoperability
Eliminating digital silos and enabling seamless information-sharing across all MDAs.
3. Scale Advantage
Promoting uniform standards in record management and digital operations across government institutions.
4. Faster and Inclusive Adoption
Accelerating digital workflows, e-documentation, and electronic signatures across the civil service.
Live Demonstration Shows Strong Adoption Across MDAs
Providing a live demonstration, Mr. Ayodeji Bakare, the 1Gov ECM Project Lead, confirmed that:
- 893+ civil servants have already been enrolled
- Users are actively engaging with GovMail, e-workflow automation, document management, and collaboration tools
- The platform is strengthening transparency and accountability in service delivery
Galaxy Backbone Reaffirms Commitment to a Paperless Government by 2025
Representing the GBB Managing Director/CEO, Professor Ibrahim A. Adeyanju, the Executive Director of Finance and Corporate Services, Mr. Sani Ibrahim, commended the OHCSF for its strategic leadership. He noted that the 1Gov ECM deployment brings Nigeria closer to achieving a fully paperless government by December 31, 2025.
He added that the 1Government Cloud has already been deployed across several ministries, including:
- Ministry of Foreign Affairs
- Ministry of Solid Minerals Development
- Federal Ministry of Communications, Innovation & Digital Economy
This demonstrates GBB’s commitment to supporting MDAs in accelerating digital transformation and advancing sustainability goals.
Strengthening Nigeria’s Digital Governance Ecosystem
The Go-Live event concluded with renewed pledges from government leaders and partners to collaborate with Galaxy Backbone in delivering a modern, secure, and integrated digital government.
