Commission Tasks IPv6 Council to Boost Security, Competitiveness and Unlock $18bn Digital Opportunity

The Nigerian Communications Commission (NCC) has retained Muhammed Rudman as Chairman of the newly inaugurated Nigeria IPv6 Council Board, reinforcing its commitment to fast-tracking Nigeria’s migration from IPv4 to IPv6.

Speaking during the board’s inauguration in Lagos, the NCC charged the council to accelerate nationwide IPv6 adoption as a strategic lever to strengthen digital competitiveness, cybersecurity, innovation capacity, and access to an estimated $18 billion digital market opportunity.

Why IPv6 Matters for Nigeria’s Digital Economy

IPv6 is widely regarded as a foundational technology for next-generation digital services, enabling massive device connectivity, improved network security, and scalable innovation across sectors such as fintech, cloud computing, AI, and the Internet of Things (IoT).

Despite its importance, Nigeria’s IPv6 adoption rate currently stands at around 5%, significantly below the global average of over 40%, prompting the NCC to intensify coordinated national action.

Experienced Leadership to Drive the Transition

Rudman is the pioneer Managing Director and CEO of the Internet Exchange Point of Nigeria (IXPN) and a veteran IT professional with decades of experience in network design, implementation, and optimisation.

Under his leadership, IXPN has fundamentally reshaped Nigeria’s internet ecosystem by routing local internet traffic locally, reducing latency, lowering operational costs, and improving network resilience. His contributions earned him recognition by IT Edge News as one of the 50 Most Valuable Personalities in Nigeria’s Digital Economy.

Key Targets of the IPv6 Council

The NCC-backed IPv6 Council has been mandated to deliver a clear, time-bound national strategy with measurable outcomes:

  • Leadership Structure: Muhammed Rudman retained as Chairman, with Dr. Chris Uwaje as National Vice President, alongside industry leaders including Dr. Olusola Teniola (ipNX) and Funke Opeke.
  • Adoption Gap: Address Nigeria’s low IPv6 penetration of about 5%, compared to global benchmarks.
  • National Target: Achieve 30% IPv6 compliance by 2030, positioning Nigeria among Africa’s leading IPv6 adopters.
  • Action Plan: Immediate rollout of a national monitoring framework, accelerated training and certification of local IPv6 engineers, and compulsory migration of government digital platforms to IPv6-enabled systems.

Rudman’s Broader Impact on Digital Sovereignty

Beyond IPv6 advocacy, Rudman has played a pivotal role in domesticating between 60% and 70% of Nigeria’s internet traffic by attracting global content providers such as Google, Meta, and TikTok to local infrastructure.

As a former Executive President of the Nigeria Internet Registration Association (NiRA), custodian of the .ng country code domain, and a contributor to the National Broadband Council, he has helped shape key national broadband and internet governance policies.

Rudman has consistently championed digital sovereignty, calling for Internet Exchange Points (IXPs) to be designated as critical national infrastructure to safeguard connectivity during international fibre cuts. He is also a strong advocate of content localisation, arguing that it is the most sustainable pathway for Nigeria to transition from being a net consumer of digital content to a global producer.

Policy, Technology and Politics Converge at WACC 2026

Rudman is scheduled to speak at the 15th West Africa Convergence Conference (WACC) 2026 and the 50 Most Influential Figures in Nigeria’s Digital Economy Awards in Lagos this June. His session will focus on “Building a Resilient Digital Infrastructure: IXPN’s Role in Strengthening Nigeria’s Digital Economy.”

The high-level engagement will also feature a keynote address by Nentawe Yilwatda, National Chairman of the All Progressives Congress (APC), who will headline a policy colloquium themed “Leveraging Technology for Development in Nigeria, 2027–2031: Delivering the Renewed Hope Agenda.”
