The Lagos State Government has announced that full enforcement of the E-Call Up System for articulated trucks, tankers, and heavy-duty vehicles along the Lekki-Epe Corridor will commence on June 16, 2025, as part of strategic efforts to reduce traffic congestion and improve logistics efficiency in the area.

The announcement was made by the Deputy Governor of Lagos State, Dr. Kadri Obafemi Hamzat, during a high-level stakeholders’ meeting held on Thursday, May 29, 2025, in Lagos. The meeting was convened to address the increasing traffic and infrastructural strain caused by rapid industrial and port activities around the Lekki Free Zone and Lekki Deep Sea Port.
Dr. Hamzat emphasized that the E-Call Up system is a digital logistics scheduling platform designed to regulate the movement of heavy-duty vehicles accessing the corridor. It aims to eliminate the kind of traffic gridlock that has plagued areas like Apapa and ensure smoother operations along the fast-developing Lekki industrial axis.
“The E-Call Up system will help manage vehicle access in a more structured manner, reduce congestion, and protect road infrastructure. All stakeholders must remain fully committed to this initiative,” he stated.
Also speaking at the event, the Lagos State Commissioner for Transportation, Mr. Oluwaseun Osiyemi, reiterated the state’s commitment to modernizing transportation and logistics systems. He clarified that while earlier phases of the E-Call Up initiative led to broad stakeholder consensus, enforcement hurdles had caused a temporary pause.
“The E-Call Up system is not a revenue collection tool. It is a strategic intervention to enhance traffic flow, safety, and road infrastructure management in Lagos, especially along high-impact industrial corridors,” Osiyemi explained.
The event brought together key stakeholders across the logistics, petroleum, and maritime sectors, including representatives from:

- Petroleum Tanker Drivers (PTD)
- Independent Petroleum Marketers Association of Nigeria (IPMAN)
- Major Energies Marketer Association of Nigeria (MEMAN)

- Lekki Worldwide Investment Company (LWIC)
- Lekki Free Zone (LFZ)
- Lekki Deep Sea Port
- Nigerian Ports Authority (NPA)

- Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA)
The government assured stakeholders that a transparent, tech-driven system will be used to allocate truck movements based on approved schedules and verifiable operational needs.
This move is in line with Governor Babajide Sanwo-Olu’s administration’s smart city agenda, which emphasizes digital transformation, infrastructure optimization, and public-private collaboration in key sectors.
