Lagos Unveils Digital System for Telecom Infrastructure Permits

The Lagos State Government has announced plans to digitise and automate the approval process for telecommunication infrastructure projects. By February 2026, it will be launching the Telecommunication Infrastructure Regulatory System (TIRS).

This was disclosed by Prince Oyekanmi Elegushi, General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA).

According to Elegushi, the new digital system is designed to enhance regulatory compliance, transparency, and efficiency in the management of telecom infrastructure across the state.

Enhancing Transparency and Reducing Bureaucracy

The TIRS platform will streamline the process of obtaining permits for masts, towers, and right-of-way (RoW) for fiber optic cables. This will considerable eliminate bureaucratic bottlenecks and reduce the need for in-person interactions.

“The implementation of the Telecommunication Infrastructure Regulatory System is expected to significantly improve transparency and accountability, minimizing human interaction by as much as 99 per cent. Companies will now be able to apply for infrastructure permits such as masts, towers, and fiber optic right-of-way online, reducing the need for physical visits,”  Elegushi stated

Training and Readiness for Full Digital Rollout

To ensure a seamless transition, LASIMRA has conducted a comprehensive training programme for all departments and units within the agency.

The training, according to Elegushi, covered both theoretical and practical aspects of TIRS. It is helping to equip personnel with the technical skills needed to manage telecom infrastructure approvals digitally.

He reaffirmed the state government’s commitment to fostering a sustainable, transparent, and investor-friendly regulatory environment for telecom operators and infrastructure providers.

The introduction of TIRS is a strategic step in Governor Babajide Sanwo-Olu’s vision to advance digital governance and improve public service delivery through technology-driven innovations.

By digitising approval processes, the Lagos State Government aims to make the state a model for telecom infrastructure management, reinforcing its position as Nigeria’s leading digital economy hub.
