The engagement was held ahead of the phased deployment of eClinic, Interswitch eClat’s Electronic Medical Records (EMR) platform, across public health facilities in the state.

Stakeholders Align on Scope and Implementation

Convened by the Abia State Ministry of Health in collaboration with Interswitch, the meeting took place at the Ministry’s headquarters in Umuahia.

It brought together senior government officials, health administrators, Interswitch representatives, and ecosystem stakeholders to align on the project scope, implementation framework, and expected outcomes of the proposed eClinic rollout.

The initiative reflects a shared commitment to leveraging digital infrastructure to improve healthcare delivery, operational efficiency, and patient outcomes across Abia State’s public health system.

Transitioning from Paper-Based to Digital Care Systems

Discussions focused on deploying the eClinic solution in line with Abia State’s broader healthcare reform agenda, particularly the shift from fragmented, paper-based records to secure, interoperable digital platforms across public health facilities.

The proposed pilot phase will cover six public health facilities—three primary healthcare centres, two secondary facilities, and one tertiary hospital—creating an end-to-end digital care pathway that strengthens referrals, supports continuity of care, and enables data-driven decision-making.

eClinic Features and Infrastructure Design

Interswitch’s eClinic EMR platform is designed to reduce patient waiting times, strengthen referral processes, and ensure the secure handling of clinical and administrative data. The solution operates on a hybrid infrastructure, combining local hosting with cloud-based backup to enhance resilience and data security.

Abia Health Commissioner Hails Milestone Initiative

Speaking at the engagement, Enoch Uche, Commissioner for Health, Abia State, described the initiative as a major milestone in the state’s healthcare transformation journey.

“The Ministry of Health in Abia State is excited about the digitisation of health facilities, starting with Interswitch’s eClinic pilot phase involving three primary, two secondary, and one tertiary health centre,” he said, noting that the platform will enhance efficiency, accountability, and patient care by linking records across different levels of service delivery.

He added that global evidence shows digital health improves access, reduces the cost of care, and optimises healthcare resources, aligning with the Governor’s vision for a modern, technology-driven health system.

Technical Sessions Highlight eClinic Capabilities

During technical sessions led by Babatunde Fadeyi, Vice President, Health Ecosystem (Public Sector) at Interswitch, stakeholders were introduced to the core capabilities of the eClinic platform.

These include secure patient record management, ICD-11–compliant diagnosis coding, controlled data update protocols, and integrated billing and reporting tools aimed at improving efficiency, transparency, and accountability across health facilities.

Strengthening Governance, Revenue Tracking, and Care Delivery

Stakeholders were also briefed on the platform’s governance framework, risk mitigation strategy, and phased implementation roadmap. Fadeyi reaffirmed Interswitch’s commitment to delivering measurable impact through technology-enabled healthcare systems.

“Beyond improving patient experience, eClinic supports stronger revenue tracking, operational efficiency, and accountability. Our focus is to ensure the success of this pilot phase and deliver tangible improvements in productivity, service delivery, and patient satisfaction,” he said.

Permanent Secretary Highlights Impact on Referrals, Telemedicine

Also speaking, Ifeyinwa Blossom Uma-Kalu, Permanent Secretary of the Abia State Ministry of Health, highlighted the operational and clinical value of the initiative.

She noted that the digital platform would strengthen referral systems, improve internally generated revenue tracking, reduce leakages, and expand access to specialist care through telemedicine—particularly for healthcare workers in remote communities.

“This is a critical tool in our efforts to reduce maternal and infant mortality, and we are eager to see the outcomes of Interswitch’s eClinic,” she said.

Focus on Sustainability and Scalability

The engagement also addressed key success factors, including power stability, user training, change management, and inter-agency collaboration. Both parties emphasised the importance of sustainability and scalability as the project progresses across the state’s public health facilities.
