Landmark Agreement Strengthens Digital Cooperation

Finland and Nigeria have signed a landmark Memorandum of Understanding (MoU) on Digitalisation and Innovation, marking a decisive step toward strengthening digital resilience, cybersecurity, and bilateral cooperation in the digital economy.

The agreement was signed on March 23 in Abuja by Nigeria’s Minister of Communications, Innovation and Digital Economy, Bosun Tijani, and Finland’s Under-Secretary of State for International Trade, Jarno Syrjälä.

Cybersecurity Takes Centre Stage

The MoU comes at a critical moment as Nigeria grapples with a rising wave of cyberattacks targeting businesses, public institutions, and digital infrastructure. Cybersecurity is identified as a core pillar of the agreement, reflecting the urgent need to protect Nigeria’s rapidly expanding digital economy.

Under the MoU, both countries will collaborate across key areas including:

  • Digital government and public services
  • Emerging and frontier technologies
  • Digital public infrastructure
  • Cybersecurity and digital trust
  • Innovation ecosystems and capacity building

Driving Inclusive Digital Transformation

Speaking at the signing ceremony, Dr. Tijani described the agreement as a milestone in Nigeria’s journey toward an inclusive, innovation-driven digital economy.

“This MoU marks an important step in strengthening the partnership between both countries as we work to build a more inclusive, innovation-led digital economy,” he said.

He noted that the agreement builds on earlier engagements in Helsinki focused on digital infrastructure, data exchange platforms, and Project BRIDGE.

According to the minister, the partnership is expected to unlock new economic opportunities while reinforcing Nigeria’s digital backbone and resilience.

Finland Reaffirms Commitment to Human-Centric Digital Societies

Finland’s Under-Secretary of State, Jarno Syrjälä, expressed optimism about deepening cooperation with Nigeria. He described the country as a strategic partner in Africa.

“Digitalisation is at its best when it empowers people, strengthens trust, and creates new opportunities for innovation. This MoU provides a strong basis for concrete cooperation between our governments, institutions, and private sectors,” Syrjälä said.

Complementing EU-Backed Digital Initiatives

The MoU complements existing Finland–Nigeria digital cooperation, including Finland’s leadership role in the European Union’s Team Europe Initiative on digital public services and inclusive digital skills development in Nigeria.

The initiative is being implemented by Finland’s development agency HAUS, in partnership with Estonia’s development agency ESTDEV, and aligns closely with Nigeria’s national digital transformation agenda.

From Policy Alignment to Practical Impact

Beyond policy coordination, the agreement lays the foundation for hands-on collaboration between government agencies, institutions, and private sector players in both countries. It aims to accelerate the deployment of interoperable, future-ready digital solutions that drive economic growth, efficient public services, and innovation.

As cyber threats grow more sophisticated, the Finland–Nigeria partnership signals a shared determination to build a secure, resilient, and people-focused digital future.
