FEC Greenlights Modern Digital Addressing Framework

Nigeria’s highest executive decision-making body, the Federal Executive Council (FEC), has approved the nationwide implementation of a GIS-enabled alphanumeric digital postcode system. This marks a major upgrade to the country’s addressing infrastructure.

The approval, granted on March 4, 2026, was disclosed by the Minister of Communications, Innovation and Digital Economy, Bosun Tijani. He said the initiative aligns with the ministry’s Strategic Blueprint for building foundational digital public infrastructure.

Why Nigeria Is Replacing Its Old Postcode System

Nigeria’s rapidly expanding digital economy has long been constrained by outdated numeric postcodes. The sitiation is worsened by absence of formal street names or building numbers in many locations. These gaps have created persistent challenges for logistics, emergency response, security, navigation, and access to financial and government services.

The newly approved alphanumeric system replaces the legacy framework with a modern, data-driven addressing model. This new model assigns unique letter-and-number codes to precise geographic locations across the country.

Key Features of the Alphanumeric Digital Postcode System

  • Unique Identifiers: Every home, business, and facility will have a distinct alphanumeric code.
  • Geospatial Intelligence: Built on GIS technology, the system links each code to exact geographic coordinates—even in areas without street names or house numbers.
  • Hierarchical Structure: Each character reflects administrative and geographic layers, including state, local government area (LGA), district, and specific location unit.
  • Critical Digital Infrastructure: Positioned as national infrastructure, alongside broadband and data centres, to support Nigeria’s digital economy.

Benefits for Logistics, Security and Financial Inclusion

According to the minister, the digital postcode system will significantly improve mail and parcel delivery. It will enable machine-readable sorting and efficient route planning for logistics and e-commerce operators.

In addition, it will also strengthen emergency services, allowing fire, police, and medical responders to locate addresses faster. For banks and fintechs, the system simplifies address verification and Know Your Customer (KYC) processes. Ultimately, the system helps to reduce fraud and expand financial inclusion.

National Planning and Public Service Delivery

Beyond commerce and security, the system provides accurate location data essential for urban planning, healthcare delivery, census operations, and evidence-based policymaking. It is expected to enhance how government services are planned, deployed, and monitored nationwide.

Inter-Agency Collaboration and Implementation

The project is being implemented through a collaboration between the Ministry of Communications, Innovation and Digital Economy and the Nigerian Postal Service (NIPOST), working closely with the National Population Commission (NPC).

Minister Tijani noted that the ministry is partnering with the Postmaster General, Tola Odeyemi, and her team to deliver a geospatially intelligent addressing system capable of supporting faster logistics, improved planning, and more efficient service delivery.

Experts say the FEC decision moves years of preparatory work, including census mapping and earlier NIPOST geospatial initiatives, into full-scale implementation.
