NCSCN Exonerates NCC After Independent Investigation

The National Civil Society Council of Nigeria (NCSCN) has cleared the Nigerian Communications Commission (NCC) of allegations of bias, victimization, and breach of due process in the 2025 staff promotion examination and exercise.

Speaking during a press conference in Abuja, the Executive Director of NCSCN, Blessing Akinlosotu, stated that an independent inquiry conducted by the council found no evidence of deliberate marginalization or violation of the Federal Character Principle in the promotion process supervised by the Executive Vice Chairman (EVC) of the NCC, Dr. Aminu Maida.

Council Finds No Breach of Public Service Rules

According to Akinlosotu, the council launched its investigation following a series of petitions from some NCC staff and civil society organizations, who alleged irregularities, discrimination, and disregard for public service rules during the exercise.

However, the NCSCN fact-finding panel, after engaging both management and petitioners, confirmed that the promotion process complied with the Public Service Rules, NCC’s internal structure, and manpower development plan.

The council further revealed that interview panels included representatives from all six geopolitical zones and the Federal Character Commission, ensuring adherence to extant national regulations.

Minor Administrative Lapses, No Misconduct

The NCSCN acknowledged that while a few staff members who passed the exams were not promoted due to limited vacancies, there was no evidence of targeted victimization or administrative misconduct.

It also confirmed that the Department of Human Capacity Development had apologized for technical and logistical issues that occurred during the exercise.

“From our investigation, no laws were broken. The promotion process followed a clear and objective framework communicated to all participants. The few lapses observed were largely administrative and not borne out of malice or discrimination,” Akinlosotu said.

Council Commends NCC Leadership

The Council commended the leadership of the NCC under Dr. Aminu Maida for its commitment to transparency, accountability, and innovation in managing both staff welfare and regulatory responsibilities in the telecommunications sector.

It also urged aggrieved staff to pursue internal resolution mechanisms rather than resorting to public petitions or protests, warning against “internal saboteurs” attempting to undermine the commission’s leadership.

“We call on all staff to embrace peace and unity. This controversy has been largely fueled by misinformation and internal rancor. No affected staff should be dismissed over this matter. Let forgiveness and tolerance prevail,” Akinlosotu added.

In its concluding remarks, the NCSCN declared the controversy surrounding the NCC’s 2025 promotion exercise resolved, urging the media to avoid sensational reporting and focus on issues that advance Nigeria’s telecom sector and national development.
