Benue Leads with Smart Emergency Management Platform

In a major leap for subnational governance in Nigeria, the Benue State Government has officially launched its Electronic Emergency Management and Drone Surveillance System in Makurdi, the state capital. This makes Benue the first state in Nigeria to adopt a real-time drone surveillance intelligence system to monitor crisis zones, vulnerable communities, and Internally Displaced Persons (IDP) camps.

Digital Innovation to Tackle Insecurity and Disaster Response

The launch comes in the wake of persistent violence in the state, including a recent attack that left over 100 people dead. The crisis underscores the urgent need for improved emergency management tools.

According to Terwase Gbande-Hembaor, Group Managing Director/CEO of the Benue Digital Infrastructure Company (BDIC), the new system “marks a turning point in how we respond to emergencies. We are redefining emergency management through digital innovation, drone intelligence, and citizen-centered service delivery.”

Deployed in partnership with the Benue State Emergency Management Agency (BSEMA) and BDIC, the platform enables:

  • 24/7 live drone surveillance of hotspots
  • Rapid coordination between first responders and authorities
  • Real-time, citizen-reported emergency alerts
  • Data-driven decision-making and transparency in crisis response

How Citizens Can Report Emergencies in Real-Time

Residents can now use official digital channels to report emergencies such as floods, fire outbreaks, market fires, road crashes, disease outbreaks, herdsmen attacks, communal clashes, and IDP-related incidents.
