ALTON Unveils Nigeria’s First Telecoms Industry Compliance Management Forum
The Association of Licensed Telecommunications Operators of Nigeria (ALTON) has announced the maiden edition of the Telecoms Industry Compliance Management Forum (CMF). A landmark initiative, it is designed to deepen industry-wide compliance, enhance governance, and promote self-regulation across Nigeria’s digital ecosystem.

The inaugural forum, themed “Securing the Future: Navigating Compliance and Governance for Improved Quality of Service and Experience in Nigeria’s Digital Landscape,” will hold on Tuesday, 25 November 2025, in Lagos.
Endorsed by the Nigerian Communications Commission (NCC), the event aims to bring together operators, regulators, policy leaders, and institutions to strengthen Nigeria’s telecommunications operating environment.
Keynote Addresses from Top Government and Industry Leaders
According to ALTON’s Publicity Secretary, Damian Udeh, the forum will feature high-level keynote presentations from key government and regulatory figures.
Mr. Taiwo Oyedele, Chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, will deliver the keynote address titled:
“Tax Compliance and the Business of Service Quality under the 2025 Fiscal Policy Framework.”
The Executive Vice Chairman of the NCC, Dr. Aminu Maida, will deliver the Welcome Address on:
“Compliance, Governance, and Quality of Experience: Building Trust and Service Excellence in Nigeria’s Digital Economy.”
The Forum will also feature thought leadership contributions from top agency executives, including:
- Dr. Zacch Adedeji – Executive Chairman, Federal Inland Revenue Service (FIRS)
- Dr. Olatunji Bello – CEO/Executive Vice-Chairman, Federal Competition and Consumer Protection Commission (FCCPC)
- Dr. Vincent Olatunji – National Commissioner/CEO, Nigeria Data Protection Commission (NDPC)
- Hajia Hadiza Bala Usman – Special Adviser to the President on Policy & Coordination
Other dignitaries from public and private sector institutions are also expected to attend.
ALTON: “Compliance Is a Shared Responsibility”
Speaking on the significance of the CMF, ALTON Chairman, Engr. Gbenga Adebayo, described the forum as a critical step toward institutionalizing compliance across the telecoms sector.
“This Forum represents an industry-first effort to institutionalize compliance as a shared responsibility. It underscores our strong support for the Federal Government’s fiscal reform agenda and our commitment to align with Mr. President’s economic re-engineering and systemic reforms.”
Adebayo noted that 2026 will be a pivotal year for the telecommunications industry as new fiscal reforms take full effect. The CMF, he said, will provide operators with clarity on evolving regulatory expectations and strengthen the foundation for sustainable operations.
Addressing the Burden of Multiple Taxation
ALTON commended the Federal Government for ongoing tax reform efforts under President Bola Ahmed Tinubu, GCFR, which are addressing a long-standing challenge in the telecoms sector—multiple taxation.
“For many years, the industry faced over 50 different taxes and levies across Federal, State, and Local Government levels, posing severe operational burdens and affecting service quality. The new tax policy is a bold and welcome intervention. It simplifies compliance, promotes equity, and creates a more predictable operating environment.”
Adebayo emphasized that improved fiscal governance will ultimately translate to better service quality and customer experience for millions of telecom users.

The Compliance Management Forum will serve as a critical platform for multi-stakeholder dialogue focused on:
- Enhancing compliance and governance frameworks
- Strengthening collaboration between operators and government agencies
- Promoting fiscal responsibility across the telecoms value chain
- Improving service quality and consumer experience
- Building trust, transparency, and accountability in Nigeria’s digital economy
