Nigeria has taken another significant step towards building a unified and digitised national addressing system, following the ratification of a preliminary implementation framework by the National Addressing Council (NAC), chaired by Vice President Kashim Shettima.

The move seeks to resolve long-standing institutional overlaps and modernise Nigeria’s addressing architecture beyond its traditional focus on postal and mail delivery.

Under the emerging framework, a physical address is expected to become more than a description of where a person lives or where a business operates. It will increasingly serve as a machine-readable digital identity for buildings, businesses and communities, forming part of Nigeria’s broader Digital Public Infrastructure (DPI).

For a country of more than 230 million people, spread across a vast geographical area approaching one million square kilometres, the ability to accurately identify and locate people, businesses and physical infrastructure is becoming an increasingly important economic and governance requirement.

From Postal Delivery to Digital Public Infrastructure

For decades, addressing in Nigeria has largely depended on informal descriptions, landmarks, street names and, in many communities, directions such as “opposite the filling station” or “behind the market.”

While such descriptions may work within familiar neighbourhoods, they present serious challenges for modern digital services.

E-commerce companies struggle with failed deliveries. Emergency responders can lose valuable time locating incidents. Banks and fintech companies face difficulties verifying residential or business locations, while government agencies often lack consistent spatial data for planning and service delivery.

The new framework represents an attempt to change that.

By embedding a national addressing system within Nigeria’s Digital Public Infrastructure, the government is seeking to establish a common location layer that can be used across multiple sectors, including logistics, financial services, public safety, identity management, business registration and national planning.

The ambition is straightforward but significant: make every legitimate address in Nigeria uniquely identifiable, verifiable and digitally accessible.

Clearer Roles for NIMC, CAC, NIPOST and Other Agencies

One of the major weaknesses of previous addressing initiatives has been the overlap of institutional responsibilities.

The new framework seeks to provide greater clarity by assigning specific roles to key government institutions and implementation partners.

The Federal Ministry of Innovation, Science and Technology is expected to serve as the Secretariat of the National Addressing Council, coordinating technical implementation, interoperability and common data standards.

The National Identity Management Commission (NIMC) will play a central role in linking and verifying individual addresses within Nigeria’s broader digital identity ecosystem.

For businesses, the Corporate Affairs Commission (CAC) is expected to support the verification of registered corporate and operational addresses.

Meanwhile, the Nigerian Postal Service (NIPOST) remains a critical component of the framework, particularly in the development and management of the proposed GIS-enabled National Digital Alphanumeric Postcode System.

At the grassroots level, state governments and Local Government Areas, working through platforms such as the Nigeria Governors’ Forum and the Association of Local Governments of Nigeria, are expected to support community-level implementation and verification.

The division of responsibilities reflects an important reality: no single agency can build a truly functional national address system in isolation.

October 2026 Rollout Signals a New Addressing Era

Nigeria is preparing to transition from its traditional six-digit postcode model to a proposed National Digital Alphanumeric Postcode System, expected to commence rollout from October 2026.

The proposed system is designed to provide buildings and locations with unique, digitally verifiable codes linked to geographic coordinates.

Instead of relying entirely on conventional physical descriptions, locations could be represented through a standardised digital identity capable of being processed by logistics platforms, financial institutions, government databases, emergency services and digital applications.

The proposed system is expected to support multiple access channels, including web portals, mobile applications and USSD services, potentially allowing users in low-connectivity environments to access and verify location information.

The framework is also expected to connect location data with major national databases, including identity verification systems managed by NIMC and business information associated with the CAC.

If effectively implemented, the system could become an important foundational layer for Nigeria’s expanding digital economy.

A Major Opportunity for E-Commerce and Logistics

One of the clearest potential beneficiaries is Nigeria’s fast-growing e-commerce and logistics ecosystem.

Delivery companies currently operate in an environment where house numbering is inconsistent, street names may be duplicated or poorly marked, and addresses frequently depend on landmarks and verbal directions.

The result is additional delivery time, higher fuel costs, failed deliveries and customer frustration.

Industry estimates cited in the framework suggest that missed and delayed deliveries may cost the Nigerian economy tens of billions of naira annually.

A unique, GIS-enabled address for individual buildings could significantly reduce this friction.

Dispatch riders and logistics companies would be able to identify more precise locations, while automated systems could calculate routes, confirm delivery destinations and improve operational planning.

For e-commerce, food delivery, ride-hailing, healthcare logistics and last-mile delivery companies, a reliable national address infrastructure could become as important as digital payments and broadband connectivity.

Faster Emergency and Security Response

The implications extend beyond commerce.

Police, fire services, ambulance operators and disaster management agencies often face the same challenge as logistics companies: locating an incident quickly and accurately.

A digitally identifiable location system could provide emergency responders with machine-readable coordinates linked to specific buildings or locations.

This could help reduce response times, particularly in large urban centres where vague directions and inconsistent street numbering can delay emergency intervention.

The same infrastructure could also support disaster management, public safety operations and the coordination of responses during floods, fires and other emergencies.

However, the effectiveness of this benefit will depend on whether emergency agencies, telecommunications operators, mapping platforms and public safety institutions are able to integrate the addressing infrastructure into their operational systems.

Financial Inclusion and Better KYC

A reliable address is also an important element of economic participation.

Banks, fintech companies, insurers and other financial institutions often require customers to provide proof of residence or business location as part of Know Your Customer (KYC) and risk management processes.

For millions of Nigerians operating in informal or poorly addressed communities, proving a physical location can be difficult.

A standardised digital address linked, where legally and operationally appropriate, with verified identity information could simplify address verification and improve confidence in financial transactions.

For Micro, Small and Medium Enterprises (MSMEs), better address data could also support access to credit, insurance, logistics and digital marketplaces.

The opportunity is not simply about knowing where people live. It is about making location a usable part of Nigeria’s digital and economic infrastructure.

Better Data for National Planning

Government planning is only as effective as the quality of the data available to policymakers.

A comprehensive national addressing system could provide a stronger spatial foundation for infrastructure planning, population management, social intervention programmes, public health delivery and other government services.

Accurate location data could help government agencies understand where communities are located, identify gaps in infrastructure and improve the targeting of public services.

It could also support future census exercises and strengthen location-based planning at federal, state and local government levels.

In this sense, the digital address initiative has implications well beyond postcodes. It represents an attempt to create a common geographical reference system that multiple government databases and digital services can use.

The Challenge of Mapping Nigeria

Despite its potential, the project faces significant implementation challenges. The first is physical infrastructure.

Many buildings in Nigerian cities, towns and rural communities are either unnumbered or follow inconsistent numbering systems. In some areas, streets may have no visible names, while informal settlements may have developed without conventional addressing structures.

The second challenge is coverage. Mapping densely populated cities is one task; achieving the same level of accuracy in remote rural communities will require substantial investment in geospatial technology, data collection, verification and local capacity.

There is also the question of coordination. The framework depends on sustained collaboration between federal agencies, state governments, local governments and private-sector technology providers. Aligning these institutions around common standards and implementation timelines will be critical.

Data governance and privacy will present another important consideration. As physical addresses become increasingly connected to digital identity and business databases, strong safeguards will be required to ensure that sensitive location and identity information is appropriately governed and protected.

Learning from Other Digital Addressing Systems

Nigeria is not starting from an entirely new global concept. Several countries have developed systems that demonstrate how digital addressing can support public services and commercial activity.

Ghana, for example, introduced a digital property addressing system designed to assign unique digital codes to locations.

Countries such as Singapore operate highly structured address and postal systems that allow individual buildings to be precisely identified.

Other mature economies, including the United Kingdom and United States, have long-established address databases linked to street systems, postal infrastructure and local government records.

Nigeria’s challenge, however, is different in scale and complexity.

The country must build an addressing system capable of working across megacities, rapidly expanding towns, informal settlements, rural communities and areas with varying levels of digital connectivity.

That makes local implementation and community-level verification just as important as the technology itself.

Why Nigeria’s Digital Address System Matters

The success of Nigeria’s national addressing initiative could have implications across almost every major sector of the economy.

For logistics companies, it could reduce failed deliveries and improve efficiency.

For emergency responders, it could mean faster access to people in need.

For banks and fintech companies, it could strengthen customer verification and potentially expand financial inclusion.

For government, it could provide better data for planning and public service delivery.

For businesses, it could create a more reliable system for identifying customers, suppliers, assets and operational locations.

And for Nigeria’s broader digital economy, it could establish an important new layer of Digital Public Infrastructure.

The technology behind the system is important, but the real test will be execution.

Nigeria has had several ambitious digital transformation programmes whose success has depended on sustained institutional coordination, funding and adoption.

The National Digital Alphanumeric Postcode System will face a similar test.

If the Federal Government, NIPOST, NIMC, CAC, state governments, local authorities and private-sector technology partners can successfully align their efforts, Nigeria’s address may finally become more than a collection of landmarks and directions.

It could become a digital coordinate for economic participation, public safety, identity, financial inclusion and national development.
